all of us have wrestled with two problems. how do we maximize individual freedom and how do we make sure that people some some responsibility? there are a lot of people who refuse to pay for their health care including people with money. so we're trying to find a way to match both. i believe that we ought to go to the 10th amendment approach and turn a lot of this power back to the states, recognize that decades of washington trying to solve it have failed and try to find a way to approach this. i do not believe in mandates. i think in many ways they're unconstitutional both on religious liberty grounds and on personal liberty grounds but we all have been wrestling with this for a long time. i'm not going to get involved in a gotcha game. i voted 7,000 times and given 5,000 speeches and probably 10,000 interviews. people can pick up a sentence here and there. i am running for president because this country needs very dramatic change. i'm going to outline a program of very dramatic change. i'm prepared to debate and defend that
